As kayeto said, a well trained melee fighter could easily make quick mince out of that horde.
I mean, in reality, a lot of those zombies would be stuck to the ground a long time ago. Muscle, bone and connective tissue breakdown to the extreme, and weathering the elements too.
If you want more healthy zombie action, good timing on their part to bring out Fear.
Zombies are just part of the plot, the themes are much more complicated
Think of it as plot = what happened, whereas themes = why it happens over and over
