1) Giant man kicks ass. You dont want to get hit with the wing of an airplane do you?
2) He knows it has worked. Iron man is legit trying to kill bucky. He is suicidal because his family got killed. Sorry suicidal people don't behave rationally enough for you. On top of all that he only tries to kill himself when he knows he is caught by black panther.
3) It's Stark not start, and it's why not who. I have no idea what facemask is.
4) Howard Stark was a leader of SHIELD, he was carrying super soldier serum to somewhere of importance. Not out of the question for surveillance cameras to be set up near such a top secret government facility.
