Nobody has "typical moral standards" because nobody is a "typical person". Everyone has different reasons and experiences that make them see life differently. But look, cops kill people from self defence, because they were in a firefight, etc. Debrah killed Maria in cold blood, when she didn't have to kill anybody. She had the gun and the other two were helpless. Even Doakes, who was in special ops, was completely sickened by watching Dexter kill someone in cold blood (and I consider that reaction justified). And sure, there's the odd cop that joins the force in order to bust heads, rather than doing real police work. But, in fact, we know the character Debrah, and that she's firmly morally grounded person. Even if you think that most cops don't value human life as much, or wouldn't be as disillusioned with the death of an innocent as other people would (which is insane and completely baseless BTW), we still know that Deb is particular is a character who does value human life a good deal.

Also deb specifically called Dexter to tell him to kill that chick while he was STILL in bed with her at that moment last season... "Firmly morally grounded person" my ass. Dexter had Deb well off that moral ground all last season.
Everyone is guilty of something... No one is truly innocent. Deb chose to shoot Maria. She had many options that would all have saved her brother without having to shoot him.
All part of poorly written drama that is Debra's character.
