If someone brings up a fake "what if" or "who would win", then you don't put that in the context of a TV show that is only loosely based on the lore. You base it on the lore.

So I said that within the context of the show, barry is made to be a complete fucking moron when it comes to using his powers, therefor the writers would find some way to make him lose the fight (which is absurd when you consider the lore).

If you base that fight on the lore, raz is just some useless human garbage compared to Flash (even an untrained Flash. Flash is extremely intelligent. It's not hard to think of a way to royally fuck over some dude with all that speed).
