He can be in both because they're the same universe, same network.
Normally they keep things in separate storylines, but they're going to have two crossover episodes with boomerang on both the flash and arrow on dec 2nd and 3rd.

The atom and captain atom are 2 different

but why.. boomerang. is he that strong that he needs to fight 2 superheroes?

I would understand if it was like Arrow and Flash teaming up against Razalghul or Capt Cold + Heatwave

It's 1 super hero in his learning stage and 1 nutcase with a compound bow.

I don't think he's a relevant enough character to have his own show.

But it'd be nice if they introduced other members of the justice league through the current shows tho.

Tho Atom is part of the expanded justice league so they might just introduce random DC comics characters.
