they had a conversation about this
when rick came back they asked the hostages how dawn would react to him killing one of their hostages
they told him the truth, which is that dawn wouldn't go on with the trade
if that happened
1. they knew that their value as hostages is gone and risked getting killed
2. rick's group would have to full on assault dawn's group resulting in massive casualties
so nothing good would come out of them telling dawn what really happened
dawn is not a good cop...it was confusing at first which side she was on, but the end scene sealed it
1. she allowed the other cops to abuse the patients, she didn't intervene because she knew she was hanging onto power by a thread
either way, a good cop would've stopped it
2. she's keeping all the patients there hostage, food and security is paid for by serving them, but u never really get to pay off completely, ur basically held against ur will in that hospital forever
3. she murders the previous leader, the mentor and usurps power from him, now we don't know exactly what happened between them but it's still a point in the evil side for her
now of course all these points could be argued either way depending on how you view the situation
but like i said the end scene where she backs out on a perfectly good deal to try and take noah back, it was clear to beth (who is good) that dawn was bad, which is why beth attacked her

her inability to lead and lack of power allowed for the rape to go on which ultimately resulted in the death of that girl who was raped
if only evil cops remained, they wouldn't have offered them to stay at the hospital, it was pretty clear that rick's group can handle their own and wouldnt allow for ur "sex slave den" to happen
like i said before, rick also allowed for any of the patients to leave, now the patients know who's bad and who's good, if they were about to become "sex slaves" why didn't any of them leave with rick?
they didn't because they knew only the good cops remain
