One thing about this show, the Phantom zone criminals are from many different races, I have not seen that from other Superman
movies / tv series, I understood the criminals all came from Krypton. So I am unsure of the writers motives in this show in comparison
to older movies / tv series.

EDIT: Mind you, I don't recall where all these criminals came from, I think some came from spaceships? Looks like I have to pay more attention.

in smallville he was a detective though, not head of a dea organization.

That is the thing, I only compared MM as African American with red eyes in these two totally different shows.

Example: Jimmy Olsen is White American in Smallville, whereas in Supergirl he is African American. Job status has
no bearing on my example of how I came to the conclusion that the head of DEO is Martian Manhunter... mind you,
if he was White American, then I would not have come to that conclusion.
