I doubt it. He might be the leader of the three dot people but I don't think he is Red John.

This whole season reeks of bad writing if you ask me. Red John having friends in all sorts of places I can get, but RJ being the head of a group of crooked Cops? fuckin stupid. They haven't implied that he's the head of this organization but it's clear that this is the path they are going with. I mean sure it's nice that they decided to focus on Red John this season instead of the typical few episodes at the beginning few episodes at the end of the season routine with nothing but filler in the middle. But they are taking away so much of the symbolism and mystery that Red John left behind in the past season with a couple of gun fights.
