My view, he isn't [if I am wrong so be it]... reasoning is simple.

1. He is a reporter, he is going to investigate know matter what.
2. He only started investigating Dr Wells because of the public announcement he made about the Star Lab incident.
3. When Iris is employed, he was calous to her in everyway, if he was Barry, he would still have feelings for her.
4. He knows how to get his powers back [if he lost them]. You can refer to Flashpoint Paradox on this point also.

Also, if he does still have his powers, he would have left to get back to his own timeline to see it reset [if Flashpoint Paradox did not happen yet]

since barry is in a time loop now, i think dr wells will help him fix the loop. and barry will reset the timeline or enter a timeline where cisco doesnt find out wat dr wells really did. Thats probably why this episode was titled "Out of Time".
