They do have lives too, but this break has little to do with that. The network ordered 16 episodes, with 8 to air in October and 8 in February. The producers are giving the network what it paid for. If the network had asked for all 16 episodes at once to be aired on the same day, that's what we would have.
Ultimately it is all about the viewer, but in a more direct sense it's all about the network deciding what the viewer wants. There are probably many reasons why networks take this winter break, but for the simplicity I'll just throw out one: football. The NFL is the currently the king of American television and the playoffs are starting soon. The NFL will be broadcasting on Sunday nights from now until the Super Bowl on Feb 2, 2014. The following Sunday is when Walking Dead returns. Think that's a coincidence? Of course it isn't. That's when the floodgates open and the peons can go back to competing with each other for viewers on Sunday night.
