so here's my idea:
The flirting between Billy and the mom was just a setup to soften the audience up to the idea of what Billy is like. That 'connection' isn't going to re-appear. It wouldn't make a lot of sense anyway since Mike's parents are mostly background characters. However, there is one parent that ISN'T a background character: Joyce.
The show has 'danced around' the possibility of Joyce/Hopper hooking up. S2 showed Joyce in a relationship with Bob. He was nice and all, but we got the impression that Bob wasn't really her type. Billy, however, seems to fit into the same character profile as Lonnie, who she did pump out 2 babies for.
Jonathan catching his mom with Billy creates an interesting little mess. Billy took Steve's spot on the basketball team. Jonathan took Steve's gf. Now Billy takes Jonathan's mom. The season shows the characters untangling this mess. It acts as the catalyst that forces Hopper to speak up about wanting to get with Joyce.
