I don't think anyone can say for sure. The books are vague about the chronology themselves and the show plays around with things even more. The young actors growing up faster presents a challenge for the adaptation. For example, Tommen is definitely older now in the show than he was at this point in the books. And the show seems to be treating him as if he has aged 5 years during the course of the show despite the fact I'm sure that nowhere near 5 years have passed.
If I had to make my best guess, I would say that Myrcella has only had 1 birthday since she went to Dorne, that's why it was significant when Cersei brought it up. If my assumption is correct, we could be looking at around total 2 years of elapsed time since the show opened, perhaps a bit less.
Seriously though, I don't think there is a good answer. The book is not good at tracking time and the chronology is debatable even among hardcore fans that try to study it.

Yea, they are definitely dragging Arya's plot pretty slowly. I have a feeling that her Season 4 finale moment will be just setting sail to Braavos, so we are quite a ways from seeing what she encounters there.
