No, I think it's the Governor and his croneys. I'm not sure if anyone noticed or if I saw it wrong but when Carl n Hershell were out picking berries, did that zombie have a leg brace or something of that sort on?

I thought it was an animal trap. zombie got caught in it and the chain is preventing the zombie from getting too far.
