The Governor being behind it is the obvious thought, so I don't think it will end up being that.

I'm thinking maybe someone in the prison wants to convince the othersthat it is not a safe place so they will all abandon it. But this person will stay behind and have a paradise all to himself (or just his family).

That new skinny black guy (the one who picked up the alcohol) is my prime suspect because he has shifty eyes. And he has "nature's night camouflage" so we wouldn't have seen his face during the night rat-feeding scene.

The doctor is second choice.

Idk why but my guess is that its someone that was already inside the prison before the governor's people come. Maybe someone important. Rick ? Daryl ? Carl ? Carol ? Who knows! It would suck that new comers try to do that, cause they are new... We know something bad is gonna heppen with them
