well they didnt want to spend money to make a full series for season 1 as they didnt know how it would be recieved

and now that they know ive heard 13 episodes for oct 2011 and atleast another 13 for 2012 but more than likely it will be 18+

its just like any bbc original show, 6 episodes for the start then more once they know its worth the time.
