IMDB is compiled by the average joe, many of the films that go on there aren't good they just happen to be pandering to a large demographic.
If you check out lists made by people who actually have a clue like people in the industry or top critics you won't find Pixar, you won't find superheroes, you won't find Interstellar, you will definitly not find Sawshank redemption on there.
Being popular is not evident of being of high quality, you will find the opposite is often the case. See mcdonals for an obvious example. It's shit, it kills you and it's the most popular food on the planet.

Standards are created by the general public.
Nobody says McDonalds is fine cuisine, but as far as how much effort+money you put in to get it, it's a good deal.
If the general public wanted intellectual content, you would see that being produced.
But seeing as movies are part of the
ENTERTAINMENT industry, the highest quality movie is that which
entertains the most.
So if the general public says that is the top 250, then those are the 250 movies that have entertained or impressed the most people.
