The CIA agent is working for someone other than the lady terrorist, it's all a plot by another goverment (maybe the russians), just to get into the american military specs, etc.

i'm pretty confident he doesn't work for the lady terrorist. she seems to directly communicate with her underlings so far. and if she had access to the boss dude, she'd know more about bauer. she also doesnt seem to have any high ranking spies in the british gov or else they would have told her where her daughter was kept.
it seems very suspicious that the russians keep insisting on getting bauer ASAP. i dont understand why they can't wait a day or two for the terrorist threat to be over. there's gotta be more to it.
