There are so many reasons for this.
The survivor walking on the roads was showing how Rick can't trust anyone anymore.
To be honest this was one of the best episodes yet.
It wasn't the whole premise of finding Morgan, it was about how Rick was leading up to essentially becoming Morgan if he didn't get over the loss of Lori.
If you noticed, Rick kept telling Morgan, "You have to get through this." He is trying to reassure himself that losing his own wife wont make him go down this path of isolation.
Morgan also made Rick realize about how crazy isolation is, playing deeper into the seasons theme of "stay with a group." Ex. Micchone, Merle, and Daryl.
In all aspects, Rick and Morgan are very similar, Morgan fell off the deep end because his emotions interfered with what had to be done.
That's why Rick didn't pick up the hitchhiker. And it all goes to show how the hitchhiker died when he was ALONE.
Things are deeper than you think.
