I suppose if he goes that direction now that he's in power, then I would have to agree with him being evil. But if the audience is supposed to agree with our Rick that the citadel was bad before and now it's in total chaos, I don't see why a ruthless leader taking over has to be viewed as a bad step. Kinda reminds me of Pablo Escobar .. he was able to do the Colombian governments job better than they could (but the govt cheating by bringing America into it)

Genghis Khan did a lot of brutal things as well, but I wouldn't call him evil. His goals were noble, his conquests served to make the world a better place in the longrun and he is one of my idols.
