This show's main objective is to show various types of bullying or harrassment, and how they can negatively impact someone, in addiction to showing that people may not think they are bullying or harassing, but they are.
You are wrong. Stop trying to push your bullshit meanings onto things.

The show is about suicide prevention, that is why everything around suicide is so perfectly done whereas everything else is kind of washed over and unrealistic. It is about how actions have consequences, not just bullying (however bullying is a part of it). But the bullying didn't actually matter beyond it existing in some form. If the main focus was supposed to be bullying then the show would have done a much better job in that area, but it didn't because it isn't.

The list is different than looking. The same thing wouldn't have happened if she just saw him looking because looking is solitary, the list isn't. The list shows contemplation, forethought, and in the friends eyes some sort of consorting between hannah and her boyfriend. The list is also public humiliation for the friend, knowing everyone knew her boyfriend put someone else on the list above her.
