In a sense you are right. Books 1-3 are all sort of 1 self-contained story with a semi-conclusion at the end of Book 3. This is because those 3 books were all supposed to be one book (titled Game of Thrones) when the author originally imagined a plan for the series.
The show is winding down these things now, but we won't see the other big parts until the beginning of Season 4. After that, the main characters venture off on different types of journeys. More characters cross the sea to the other continent, new plot lines start.

Legally, he doesn't have the name Stark. But a King can sign a paper and change that. In the important stuff (genetics, warging) he's as much Stark as anyone.
