Maybe, might not be. Given that the dominators will be back on supergirl later this season, it is most likely a different war referenced in the message that will focus mostly on legends of tomorrow or may tie into savitar.

So I'm guessing that Rip's memories were wiped when they split at the beginning of the series and what he actually DOES remember he doesn't realize actually happened and is now producing a film based on those memories.
