Okay thanks for clarifying and just to be sure if I understood the movie ending correctly, those swat guys and Mexican guy are kind of in control of the drug trade by killing jefe?

The CIA, choose to back the Colombian drug cartel. Mexican guy Benicio is a hitman, who works for the cartels, doesn't matter which exactly, just whichever is in need of his services. And since the mexicans had hurt him in the past, he was a easy pick for the dirty work.
As for the swat... they didn't know the real plot, they just followed orders.
