He was hired in the past (20th century), remember when he chloroformed the doctor that accidentally killed a patient? that incident was in the past. He recruited the sheriff to "take" other people.

The only time travel is from the past to the present.

When we saw him talking to ethan's partner about choosing him for the program, they made it look like the guy who came up with everything actually left the town, but that was just the recruitment drive during our timeline.
