I think you are talking about "Beyonders" in general... Dr Doom could not steal the power at all...
Beyonder was a one off being here are some examples:

1. Pheonix's power was useless
2. Any mutant / alien powers removed [by a single thought]
3. Beyonder instantly transported ALL Villians and Heroes to a self created space for them to battle each other, and the winners end conflict.
4. Watchers & Celestial beings had no power against him.

Let's put it in simple terms, with just a single thought from the beyonder, it happened instantly, he was basically a boy in a mans body, had
no upbringing, his Verse was purely white, nothing else.

EDIT: he basically killed all villains and heroes, but, he was bored and bought them back.

Grew up watching shows, not reading comics
The animated series was pretty entertaining back then, especially compared to the other ones that had some of these heroes

Never read any of the comics... Gambit was my favorite from the X-Men cartoons. Don't really have a favorite out of the Marvel movie universe, maybe Iron Man 'cause RDJ>>>

Only the comic readers know exactly how bad ass Dr Doom truly is
Cartoons and movies don't even portray 1% of how bad ass Dr. Doom is

Though Magneto is a very very close 2nd to Doom being a favorite marvel character and then Cyclops being the third
