He is most likely looking to get into contact with the vacuum store owner and probably start a new life somewhere else. But he would most likely fail at this. As I'm sure the DEA knows Badger and Skinny Pete are known friends of his and would have them under surveillance looking for him to show up. Also the DEA could assume Jesse is most likely dead. As evidenced by Walt and the Nazi's aftermath. The only way they would question it, is if Jesse started producing the Blue Meth again.
That seems to be what would be reasonable. Because he will never be able to live the regular life he used too. He is wanted by the DEA for the meth empire him and Walter had and his connection with Hank and Gomie's death. And considering he no longer has anything to bargain with anymore for immunity or a lesser sentence considering Walt took out the Nazi's and Lydia and the fact Walt himself is dead. So the only possible allies he has is Badger and Skinny Pete who really can't help him other than maybe hide him in their houses. Saul is living a new life. So his only real viable option is get a hold of the vacuum store owner guy and hope for the best. Or he just remains in hiding or he finds the people currently who have control of the meth production in the southwest and partners with them.
You assume the DEA would be watching the possible friends of someone they know may or may not be a part of a huge meth cooking lab and who they also think is most likely dead...how much resources do you think the DEA has?
