They can't manipulate time, they just experience it differently. That doesn't mean that they don't know what time is. That is the entire point of their language. It is like you talking to a 2d person. You are 3d yourself but you can still understand 2d. Same with 4d beings and us.

also, understanding aspects of a story says nothing whatever about the incoherence of it's premise?
if I read all about a little boy who goes around making square circles, how he makes them out of plastic and turns them into utensils to eat with, how he fashions a square circle into a Frisbee and tosses it to his friends; if I know all about this story and relate it to you, does that mean the premise isn't incoherent? a square circle is logically impossible. understanding various aspects of the context the incoherency is situated in says nothing about the inherent inconsistency.
