Well, she did eventually made up her mind, sometimes when you face complex problems you need a bit of trial and error. She's 14 or 15, it's entirely normal for her to stumble her way into it.

she's older in the show than she was in the books. by this time in the show she has to be at least 19 probably older

No, the characters are only a year or two older in the show than in the books, at this point she's 14 in the books. Don't forget also that it's not one year per season, not even remotely close. Only roughly 2 years and half passed, maybe 3 years in the show at this point. 2 birthdays for Jeffrey, plus maybe now a few months after his death at his wedding/anniversary

Don't let yourself be fooled by the actresses growing old faster than their characters, and don't forget all teenagers are stupid until they reach real adulthood around 25-30

16 or 19,(wtf did they feel they had to make them older?) it's still logical the way she acts. 16 or 19,she's still a young teenager with little life experience, no training to rule whatsoever, her head full of her brother's lies, if she started acting like John Snow, I'd just rage quit the show out of sheer stupidity.

Then you add the fact that at this point she's honestly not sure what her real, long term goals are. Most teenagers today, with all the help and information in the world, don't even know where their life is going by the time they hit 21,imagine a primitive, ignorant, dark ages little girl.

She's slowly learning that all her brother said about the usurper is false, so her desire to get back her Kingdom isn't exactly burning hot right now. She's also starting to realize that there is nothing she can do that would leave the slaves free after her departure. Yes, she's going to be confused, she's not a modern teenager, with all of her world's true history being taught in school or available on the Internet. Unlike us back when we were her age long ago, she haven't watched hundreds of TV shows and movies trying to be realistic about ruling either. It's actually a miracle she's doing so well.

Most teenagers today =/= teenage nobles in the middle ages. Back then, 16 was a full fledged adult. 16 was enough to be the King and make all the decisions. It was fair to expect 16 year old princes in the middle ages to be more mature than we expect 21 year olds to be today.

Her age is not an excuse. Her lack of having the proper upbringing to rule is a legitimate excuse in the books, that's why fake baby Aegon was so important there. But they are doing away with him and rolling his character into hers. That was the whole point of Varys' conversation with Tyrion in Ep 1 of this season. They are making her out to be this type of ruler that had the proper training to be stronger than Tommen, wiser than Joffrey, more serious than Robert, more caring than Stannis etc etc

I would like to agree with what you are saying, that she should be more like you portray her because your description makes more sense. But that's just not the story that is playing out on the screen right now. I mean, we just got done listening to Missandei telling her "you always come up with creative solutions that are better than your counselors can come up with". Is it realistic? As realistic as dragons, but that's what was have going on.
