Most teenagers today =/= teenage nobles in the middle ages. Back then, 16 was a full fledged adult. 16 was enough to be the King and make all the decisions. It was fair to expect 16 year old princes in the middle ages to be more mature than we expect 21 year olds to be today.
Her age is not an excuse. Her lack of having the proper upbringing to rule is a legitimate excuse in the books, that's why fake baby Aegon was so important there. But they are doing away with him and rolling his character into hers. That was the whole point of Varys' conversation with Tyrion in Ep 1 of this season. They are making her out to be this type of ruler that had the proper training to be stronger than Tommen, wiser than Joffrey, more serious than Robert, more caring than Stannis etc etc
I would like to agree with what you are saying, that she should be more like you portray her because your description makes more sense. But that's just not the story that is playing out on the screen right now. I mean, we just got done listening to Missandei telling her "you always come up with creative solutions that are better than your counselors can come up with". Is it realistic? As realistic as dragons, but that's what was have going on.
