A man has many faces and the one Arya is with happens to be taking on a face she has seen before. For casual show watchers, it might take a little more for them to connect the dots. I dont think so, in the books it is implied Jaqen is at the Citadel to steal some shit, but it seems like this plot is cut from the show soo... That means Jaqen went back to Braavos in the show and stayed there.

Personal opinion here based on all the tid bits from books etc, I can only gather that Jaqen H'ghar stayed in Westeros doing his thing, and the person that appeared to Arya is NOT him, BUT, they realised from the coin presented... that he wanted this person [Arya] to be trained even in his abscence[sp]... it does not take a genius to figure this out whether you have read the books or not. I just came up with it based on all the spoiler shit from books being mentioned in this thread and quoted above.
