To put it more elegantly, Dale was the survival of humanity and Shane was just survival.

IMO it was the fighting for humanity aspect that made Dale interesting, and the lack of which made Shane flat.

Although TBH I wasn't a huge fan of either of them.

both , and i could say this for all the characters, were much more interesting and developed in the comics

This is basically every character in the show, theres not much change in the characters.

Most other characters have major areas of conflict which help develop their character and get us attached to them..

Watch previous episode when they are escaping from town while being shot at, there is a scene that explains.

it makes no sense to me either, Hershall gave consent, it is almost like the producers are trying to force conflict or a story that just isnt there

When they were trying to escape the town while being shot at Glenn froze and almost got them all killed, he says later in the episode he froze because all he could think about was not getting harmed so Maggie wouldn't lose him.

What I gathered from the scene is, he feels like getting attached to her will cause incidents like this more often and could potentially get people killed. So he doesn't want to have a relationship with her.
