No it is not, Flash is faster than zoom with his cheat engine. Plus what is the point of saving 1 person when you give the villain the ability to kill anyone they want at any time with no one left to oppose them?

Spend 2-3 hours wathcing the first couple episodes..

Flash is faster but he's not "faster enough" or strong enough to stop Zoom dead in his tracks before he simply touches someone.

The latter of your post is all just part of the superhero dilemma.
Have to try and save every single person.
At least in this scenario they know all he wants is speed and has no reason to kill once he gets it. Sometimes there's no good justification at all in other super hero events.
