You do realize that you can absorb an infection through the pores in your skin, right? Their clothes were saturated and their skin have been covered in zombie blood. They have been face splattered with blood throughout the show.
It's safe to assume that the blood isn't going to do anything to shane given that practically every character has had zombie blood on them at one point, hell rick was covered in three zombies as he shot them, he had a cut too not to mention they were both bloodied by the fight.
There was an entire road full of cars with corpses in them that didn't turn, if you notice, majority of them sustained a head wound or gunshots to the chest or were in a car that was in an accident, so other injuries could've taken place.
Either they starved to death and robbed whatever it is of that essential spark needed to start up the body, or they offed them self. It's all just speculation.
They were also buckled in, so they could've turned and then eventually died from now being able to get any fresh flesh. More speculation.
The already infected from the initial outbreak also supports why the world was overrun so quickly.
Also in the last episode that aired, they're alluding to the same premise that is in the comics with the two security guard zombies that were dead with no bites on them.
Again, this is all speculation but in the walking dead universe based on the comic, they follow the romero rules. Blood and other fluids aren't what carry the infection, the bites and the scratches do and even people who were never touched by a zombie have died and come back as zombies.
