Actually, it was an arena they set up as an emergency center for the sick and displaced. People started turning, they panicked and ran, locking it up. They don't have the resources to handle it, so it makes sense. It was locked and ignored for as long as possible. This is a small outpost of national guard soldiers, who if you remember were complaining about no sleep, which means they're pretty much running every ragged due to lack of personnel and support.



Brilliant idea to toss grenades next to your fence, that you don't want to compromise. Grenades that aren't actually that useful for killing zombies.
