Could be, I always considered Tywin Lannister as the most powerful man in the realm (and #2 when Robert Baratheon still lived), not that little bitch Joffrey. I almost feel if Tywin really wanted him dead he wouldn't need to poison him.
Some background info for show watchers on Tywin:
He was the Hand of the King for Aerys II, the Mad King (before Robert's rebellion). Tywin wanted Rhaegar to marry Cersei, and denied a proposal from the Martells to wed Elia & Oberyn to Jaime & Cersei. During Aerys' reign, people started saying that Tywin was the one who ruled, not Aerys. This caused friction between the two, and Aerys also lusted after Tywin's wife. Aerys raised Jaime to the Kingsguard as a slight to Tywin, removing Jaime's chances at inheriting Casterly Rock. Tywin then resigned as Hand, and Rhaegar married Elia Martell.
