It's definitely not going to be anyone in King's Landing, as I'm sure she's leaving that place for last. Beric is a good choice.

I'm pretty sure Season 7 will end in absolute chaos and no one will rule Westeros. I think Cersei will still officially be queen, because right now it's pretty much her or Daenery's (since Jon/Sansa or Stannis would probably require more development than one season), and I believe they will want to solve this during the final season. It would be interesting if Littlefinger somehow managed to put Robin on the Iron Throne though :D

No way she would even want to kill the Hound. Even though she left him to die she pretty much took him off her list before that even happened.

Ilyn Payne was the man who executed her father. He's had real life health issues and hasn't been on since season 2, but has been mentioned couple times since. So it would be easy to bring him back quickly for her to satisfy that loose end.

Beric may be a choice since the brotherhood have come back. Even if she finds out Gendry is actually alive she may still kill him out of spite, though he can be revived.

I think Cersei would be a contender. But I feel Jamie will kill her, as someone else mentioned poetic justice and all that.
