The comics do a good enough job explaining what is going on, as do the movies and tv shows within their contained universes. Not that it has any relevance here. I am specifically talking about this show.
The fact that something integral to superman wouldn't have his full attention is the problem I have and I'm not the only one with this issue given it's one of the main bones of contention critics have been voicing about the show.
This isn't like superman not helping with the arrow or flash with their own problems. This is like superman ignoring zod or his minions. Maybe the show will do a better job at explaining it, right now they're doing a lousy job at it.
Also, I can bring this up as an issue because the plot has the prisoners being on the planet for quite some time. Making the issue of superman not being involved more troubling.
If these problems developed into world-threatening issues superman would deal with them, but they haven't, so he won't. If the team that kara is now helping told superman to stay away, he would unless the situation threatened mass destruction, because that is his character.
Not to mention the villains have nothing to do with superman, they have way nor to do with kara, her aunt appears to be the main villain this season.
Plus why do you think Jimmy is there? He randomly decided to move? No probably not, more likely sent to help+keep an eye on Kara.
I'm not saying the show is good, but superman not being in it is not an issue.
E: but as I said before, the real reason is because he isn't.
