True... but does he turn the Raptors that listen to their human equivalent master?

Because they don't have any ships / extra weapons etc, the humans have to use another source of weapon, and, they use the Raptors, lead by the main guy.

Personally think this is another one of those movies where they used intelligent Sharks where things fuck up and they have to outsmart it and so on.

So this movie is actually deep blue sea
