Because a bright shiny charge up plasma cannon that requires the concentration of both parties involved and renders other moments almost non existent *which was fully emphasized in the first part of the movie when they couldn't get the charge off in time* means they should start off every encounter by just blasting them? when it's shown that the kaiju have been adapting to the jaeger weapon systems and are more agile their their mechanical opponents? yeah, I can see how someone would think that completely plausible scenario is stupid. ;)

Or you can just look at it as drama. Just like every movie or tv show out there where every plot incident could've been finished in a heartbeat if the antagonist or protagonist just pulled the trigger the moment they met each other.
