Movies from 1999, off the top of my head, that I've seen:
- The Matrix
- Boondock Saints
- Goodfellas
- Crazy in Alabama
- Fight Club
- Girl, Interrupted

Movies I haven't seen yet:
- American Beauty

All of these movies I've seen ranged from good to really mindblowin' great.

The Matrix: Lol, no comment needed. Literally everyone has seen this movie. Easily the best movie of 1999.
Boondock: If this movie isn't massively overrated, I don't know what is. It wasn't that great. Just "decent."
Goodfellas: Really good gangster movie. Some amazing lines. And it kept me hooked from start to end.
Crazy inAlabama: it was really weird but very good, worth watching
Fight Club: To describe this movie as bizarre would be an understatement. It kept me glued to the screen, and at the end of the movie, when I realized it was over, I remember I was like, wow, this movie was only like 2 hours? Felt like all day... that twist at the end was sick, too.
Girl, Interrupted: Weird but good. Jolie's acting was beyond outstanding. A must see just for her performance alone. Jolie has true acting talent.

American Beauty is definitely worth the watch -- Very good movie

Toy Story 2 and The Iron Giant -- Sure, if you're 12 years old.
Being John Malkovich was a good movie in it's own way.

Boondock Saints was very good... as for over-rating it... never seen a rating for it... it basically followed another movie genre called "Lock, Stock and Two Smoking Barrels" [if I got it right]
Both movies were good... but I found Boondock Saints better for the humorous side in comparison.

Best bet is to google 1999 movies and get an understanding of them a bit more... you might get a bit of a surprise... :D

Boondock got destroyed by critics, it was seen as a Guy Ritchie(lock stock creator)/Tarantinoesque rip off. I loved the first one (regardless of a couple terrible scenes), the second one was fucking awful.
