aren't the boots 300 max roll stats on base to begin with? so that's not the best of rolls for stats imo. the belt on the other hand rolled good skill at max % and life roll at max %.

The belt is sweet with that 12% life mod on it.  It's easily worth 100m+.  How much more will depend on how many tanker-types want it.  It's easy to find IK belts with much higher Str and a decent Vit roll nowadays (with 12%+ to a good skill.)
