before people buy this wiz without knowing that this wiz has :

unsufficient apoc, this is really expensive to get, only ways to get it is from chantodo wep/offhand and helm(bye bye ias from andariels). for mp +8 you'll need atleast 25 apoc with this gear
too low resis/armor

the character with these stats is not possible to perma freeze. neither will it tank a couple of hits of mp10 trash mobs. you're giving out false information dude
