Are services that involve exploiting in a way that will get the exploiter banned permanently if caught allowed here?

Incase anybody be wondering...

They have a bunch of people each doing their own game.
When that person reaches an event (dunno what event they are using), he tells the person who are getting boosted to join.
They do the event.
Profit!

Same method Athene got lvl 60 so fast probably. You get exp and gold just by being in town if an event is completed. Imagine if you have 20 people with each having 1 open game with an event ready...
