His MAX bid is 2B, but the CURRENT bid is 1.5B. So if someone comes along and bids 1.6B his MAX exceeds what the current 1.6B would be, and it will automatically increase to beat the 1.6B bid. So if no more bids are placed you will be getting 1.5B not the 2B.
