No need to be rude. I understand legacy items aren't account bound. I never checked if socketing and unsocketing one caused it to become permanently account bound or not. A simple yes or no would've sufficed.

Why would someone pay 2000fg to gain 2% IAS over 300 dex and 15% skill bonus? Even if you're some niche build that doesnt need %skill on helmet, 2% IAS is nowhere near worth 300dex

It's a trophy more than anything. It still works well for some builds.
