res 2.9b, bin 3.5b

this is the highest dps ring on gah/rmah I can find, for my monk anyway.

the average damage should be 45 (29+62)/2 but instead its 58, not sure why this happens on some rings... adds quite a lot of extra dps, especially for those black damage weps, dw monks etc...
