Can just as easily get a chantodos wand with socket and up the dps with an emerald

Its not just that, its that NONE of your gear has CHD.
Its pointless to crit when your crits don't even do enough damage.

Not in a group. I can of course add in cd and do way more damage but then it wouldn't be a budget char...

If you don't know, critical hits reduce cooldowns with critical mass so it's imperative for the build to function. cd is optional and gets expensive
