2 sticks of ram separated like they are supposed to be ( guy helped me set all that in my bios)
i have updated drivers

i replaced all my peripherials mouse/keyboard/headset
i put a new ssd and a new windows on it when i put it in, the old one was not recieving enough power (maybe the cord was faulty)
replaced the cords for that and removed the old ssd
i have a 1tb ssd and a 2tb hdd i just store stuff on
monitors 1 144hz monitor that i try to run at 120fps and a shitty side monitor.
I don't think cooling is the problem. Melting your CPU would be a bigger problem then framerate. Could be anti-aliasing, try on and off. I believe it's called G-sync for Nvidia cards and would only work properly if your monitor is compatible. Anti-aliasing would be both a monitor setting and an in game setting.
Your hardware seems fine, I'd look at software. You didn't mention how much Ram you're running only that it's dual-stick and slotted correctly. Keeping in mind that League shouldn't bleed Ram even if you don't have much but lots of other software can.
I'm also curious why you aim for 120fps if you have a 144hz monitor. Generally if you have the hardware to do it it's best to match refresh rate and FPS. I doubt this is the problem but it's worth trying. Your hardware should easily hit 144fps on league
Side note: if you connect AIO fans to a random fan header it can still function fine if you edit your fan curves in BIOS. Seems like you've moved on but might be relevant for future builds
