Does it have an HDD or SSD? That would be where I would start since SSD prices are cheap. A 128gb or even 256gb Data SSD is a quick drop-in for a massive speed boost if it's on HDD. Since you're doing a fresh install, make that his boot drive
After that, unless you have a keen eye on the secondary market or a very limited budget I would consider migrating to new MOBO +DDR4. Given his use-case, you could probably get away with integrated graphics from a newer generation of CPU
oh yea i forgot to mention i have a chinese 2.5in ssd that came with my ibuypower prebuilt(they stated nvme m.2 HA) that i replaced with a actual nvme m.2 ssd that I am going to throw in his pc also

Unless you're willing to spend the time searching the used markets for a CPU/GPU, then just modernize your system to DDR4 (like the post above).
GTX 750Ti uses PCIe Gen3...and your motherboard supports Gen2. It should still work but I'm not sure if it makes sense to me. I do think (if you had to pick either CPU or GPU to upgrade) this would make the better choice in this current situation. I don't like it, but if forced to choose, this is it. But it's stupid really...don't you think?
yea i misread the asrock website for that mobo thought it stated pcie 3.0.
I was considering upgrading mobo for ddr4 as i have a few sticks from the above mentioned prebuilt that i had to replace as i got the dark rock pro 4 and they had huge rgb ram in it lol
since i already bought the new ddr3 ram for 12$ and have ssd ill prob try that and then go from there
i actually think i may have a gtx 780ti sitting in closet from someone who was throwing out computers lol ill have to try that and see if it works if the minor upgrade doesnt do it
