Unless you're going high framerate for shooters, you can go even more budget with a 3600xt, a cheap MOBO ($80-$100 usd) and a 2070, 3060, 6600xt(AMD),
Stock cooler is fine for your use-case
For PC case I loved building in a thermaltake, cheap light case I found for around $40 USD
16gb is plenty
The warning is for Bios update. If you use a newer cpu on a mobo that's been around longer theoretically it may need a bios update (which may or may not be possible without an older CPU to update the bios with, which would be a giant hassle). That said, in my experience, manufacturers update their bios for newer CPUs pretty quick and if you're worried you can check it out on purchase, it will say "compatible with (whatever) generation"
My last recommendation is just my opinion but might not matter for you. I would go with a 3600xt or 5600 cpu and the 3060ti. It's overkill for 1080p gaming but I would recommend you consider 1440p, if not now then budget for it at some point in the future. 1440 is an amazing sweet spot right now for price/performance and looks amazing particularly for more cinematic games. This point is null if you're more into shooters where you just want speed and efficiency but I had a lot of love for my 3060ti on a 1440p 100hz ultrawide monitor. Great gaming experience
