Your PC should be fine. My best guess is background programs hogging your RAM
Should be enough RAM for Windows + d2r but tons of modern software is RAM greedy. If you have cash for it, bump up to 16gb for less worry but your first step is to see what's running in the background. Even something like a browser with tabs open could be enough to slow your PC. Bloatware (I'm not sure if MSI prebuilds have the same level of bloatware as say HP or Dell, but that might be it)

I'll just add that if you're using wifi you may have latency there. I spend $45 on 1000 feet of cat5e wire and $15 on a crimper and now everything is wired except cellphones and MacBook for light browsing. Also all my friends and neighbors get free cables if they need wired internet. I don't think I'll go back, wifi is convenient but wired is always a better signal
